Euro-Mediterranean High-Level Dialogue on Disability

The Union for the Mediterranean (UfM), the ONCE Social Group, and the Directorate-General for the Rights of Persons with Disabilities of the Government of Spain are pleased to announce the upcoming Euro-Mediterranean High-Level Dialogue on Disability, set to take place on 23 September 2025 at the UfM Headquarters in Palau de Pedralbes, Barcelona, Spain.

This high-level gathering will bring together national government representatives responsible for disability affairs, international and regional organizations, and regional organization of persons with disabilities’ leaders. It aims to endorse the EuroMed Disability Agenda, based on the Theory of Change (ToC) and previous work.

Building on the momentum of the 2022 Conference in Barcelona and the 2024 Conference in Amman, this Dialogue marks a key milestone in advancing an inclusive, strategic vision for the socio-economic inclusion of persons with disabilities across the Euro-Mediterranean region.

The Dialogue will aim to:

– Endorse the EuroMed Regional Agenda for the inclusion of persons with disabilities, based on the Theory of Change (ToC)
– Co-design an action-oriented implementation plan with shared priorities, timelines, and responsibilities
– Develop concrete policy recommendations aligned with international and regional frameworks, including the UN CRPD, SDGs, and the EU
– Strategy for the Rights of Persons with Disabilities
– Discuss financing mechanisms and a roadmap for the next steps of the Agenda
